On 4 November 2026 the European Parliament's Environment Committee voted 48 in favour, 30 against and 2 abstentions to set the 2035 CO2 cut for new cars at 87.5%, against the 100% rule in force and the 90% the Commission proposed. EU low-carbon steel credits can take that to 95%. It is a committee position, not law: December's plenary and the Council are still open.
